Institutionalization of the EVMA Governance Framework

The Egyptian Vaccine Manufacturers Alliance (EVMA) announces the issuance of Ministerial Decree No. 449 of 2025, establishing the EVMA Committee as the formal national governance mechanism for coordinating vaccine manufacturing efforts in Egypt.

This decree marks a significant milestone in the evolution of EVMA. The Alliance has transitioned from a strategic coordination platform into a formally institutionalized national governance body, reinforcing Egypt’s commitment to strengthening its vaccine manufacturing ecosystem and supporting regional health security.

Mandate of the EVMA Committee

Under the decree, the EVMA Committee will undertake the following key responsibilities:

  1. Develop a Unified National Vaccine Manufacturing Strategy
    • Formulate and oversee the implementation of a national strategy for vaccine manufacturing that addresses local and regional needs.
    • Consider the current capacities of national vaccine manufacturers, while proposing mechanisms for their development.
    • Support technology transfer and localization, and enhance national production capabilities.
  2. Strengthen Partnerships Among Vaccine Manufacturers
    • Promote collaboration and strategic partnerships between manufacturers to ensure the optimal use of national resources and capabilities.
  3. Monitor Domestic Vaccine Supply and Demand
    • Track the needs of the local vaccine market and propose necessary measures to address potential shortages or supply gaps.

The establishment of the EVMA Committee provides a structured governance framework to guide policy implementation, coordinate stakeholders, and align national vaccine manufacturing initiatives under a unified roadmap.

Through this institutional framework, EVMA will continue to support Egypt’s vision of becoming a regional hub for vaccine production and innovation, contributing to sustainable access to vaccines and enhanced public health resilience across Africa and the region.
